Logistics Methods Engineer

Situation in Organization

Job Dimensions / Context

  • JOCAP is a non-profit Joint Operating Company established in 2018 and equally owned by partners SOCAR Absheron (SOA) 35%, TotalEnergies EP Absheron B.V. (TEPAb) 35%, and ADNOC 30% for the development and production of the Absheron Offshore Block.
  • The Absheron block is located offshore Azerbaijan in the Caspian Sea, about 100 km southeast of Baku and 33 km south of Oil Rocks production and processing facilities, at the water depth of 500 m.
  • EPS Platform is supplied through Oil Rocks Berths using storage areas at Oil Rocks. Three new subsea wells are planned to be drilled early 2026, and production fluids will be transported to shore via an 18”, 142 km multiphase pipeline.
  • Logistics Department is responsible to provide technical support for functioning EPS Platform at Oil Rocks, forthcoming drilling of three wells, and Pipe lay project.

Activities / Accountabilities

  • Effective HSE policy implemented.
  • Contractors’ contractual compliance maintained.
  • Logistics costs optimized, correctly allocated, and recovered.
  • Ensures that Logistics Department provides a safe, cost effective, and efficient service to JOCAP.

Detailed Activities

HSE

  • To adopt and demonstrate exemplary behaviour with regard to HSSE, and to implement HSSE rules and requirements within his area of responsibility.
  • Ensures that the Company HSE Management System is bridged with the HSE MS of all logistics contractors.
  • Comply with the Activities described within the HSE Management System.
  • Take reasonable care of own Health and Safety and that of others who may be affected by their acts at work.
  • Each employee, at his level of responsibility, must observe all Company Rules, Procedures, and instructions in the performance of his own task.
  • Assure the safety of his work site.
  • Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution.
  • Report any anomaly, abnormal conditions, and near miss to supervisor.
  • Participate actively in or lead when required HSE meetings, safety talks, tool boxes, training sessions, and drills.
  • Leader in the execution of the HSE plans.
  • Authority to suspend activities when there is a potential or actual threat to human life, the installation, or the environment, and notify forthwith the responsible supervisor.

Methods

  • Issues, develops, and maintains efficient Supply Chain and Logistics procedures to ensure full control of the end-to-end process from requisition to final delivery at sites.
  • Monitors operational and contractual KPIs to identify optimization opportunities, consolidation potentials, and cost-saving measures, ensuring continuous improvement of Supply Chain performance.
  • Develops and implements best practices, standardized processes, and efficient working methods across all logistics functions.
  • Conducts logistics reviews, performance analyses, operational studies, and improvement assessments.
  • Implementation of the Logistics technical competencies evaluation program in collaboration with Contractor Parties and particularly, TotalEnergies, Logistics and Support to Operation Entity.
  • Manages interfaces between all internal stakeholders (Drilling, EPS, Project, etc.) to ensure optimised planning of the logistics activities and resources (Logistics base, aviation, marine, transportation).
  • Prepares and updates short and long term technical logistics resource planning, including marine vessels, helicopters, logistics base capacity, and freight-forwarding needs.
  • Contributes to the preparation and update of the annual logistics plan, budget, and cost estimates.
  • Prepares weekly, monthly, and ad-hoc operational and analytical reports.
  • Liaises with the Cost Control to ensure accurate and transparent cost allocation tracking and reconciliation, and prepares cost-allocation reports.
  • Contribute to the development and implementation of short, medium, and long-term logistics strategies aligned with company objectives.
  • Identifies risks associated with logistics operations and contributes to the development of mitigation actions, contingency plans, and updated procedures.
  • Ensures all logistics procedures and activities comply with company HSE standards, regulatory requirements, and industry best practices.
  • Promotes and supports digitalization initiatives, including data analytics, dashboards, planning tools, and improved reporting systems to strengthen decision-making and operational transparency.

Logistics Contracts

  • Contributes to all logistics-related contracts, including preparation and definition of Scopes of Work (SoW), technical evaluations, and participation in contract negotiations.
  • Ensure proper implementation, performance monitoring, and administration of logistics contracts in accordance with KPIs and contractual obligations.
  • Ensures smooth and efficient Call For Tender (CFT) process in coordination with the Contracts & Procurement (C&P) team.

Qualifications / Experience

  • Level / Diploma: Master of Science in Engineering.
  • Professional Experience: Experience in Oil and Gas industry with activity related to PSA holder, during project and Drilling phases.
  • Background in documentation control, KPI management, interface management, and contractor/subcontractor coordination.
  • Awareness of Lean methodologies is an advantage.
  • Strong presentation skills is mandatory.

Other required Competencies:

  • Contract management experience is an advantage.
  • Strong analytical, communication, interpersonal, and presentation skills.
  • Knowledge and experience in reporting systems and digital planning software.
  • Experience in oil and gas industry of Azerbaijan, knowledge of western oil practices.
  • Understanding of drilling logistics is an advantage.
  • Proficiency with logistics tools is an advantage.
  • Fluent Azerbaijani and English.
