Project control / Cost Control Engineer
Bureau Veritas Azerbaijan LLC is looking for a Project control / Cost Control Engineer with extensive expertise in integrated project planning, scheduling, and cost management across complex engineering and construction environments.
Main Duties
Project Planning and Scheduling
- Develop and maintain integrated Level 1 to 5 project schedules in line with scope, deliverables, milestones, and contractual requirements.
- Ensure full alignment between engineering, procurement, construction, and commissioning timelines.
- Create and manage critical path schedules using Primavera P6, updating baseline plans as necessary.
- Lead planning input during FEED, EPC, Turnaround, or brownfield project execution phases.
- Analyze schedule performance trends, deviations, and generate forecasting models for proactive decision-making.
Cost Estimation and Budget Control
- Prepare and control detailed project budgets across work scopes, using appropriate cost breakdown structures.
- Analyze and validate contractor estimates, cost proposals, and BoQs against benchmark data and historical records.
- Track and control project expenditures against approved budgets, highlighting variances and preparing cost performance reports.
- Monitor accruals, commitments, actuals, and cash flow forecasts on monthly and quarterly basis.
Progress Measurement and Earned Value Analysis (EVA)
- Implement progress measurement systems for engineering deliverables, procurement packages, and construction scope.
- Prepare S-curves, histograms, burn-down charts, and other visuals to report progress against plan.
Risk and Change Management
- Support risk identification, quantification, and mitigation planning for schedule and cost risks.
- Maintain change control registers, evaluate change impact on time and budget, and update forecasts accordingly.
- Provide impact assessments for contract variation orders and internal scope changes.
Reporting and Data Analytics
- Generate weekly and monthly reports including Schedule Look-Ahead, Cost Reports, KPI Dashboards, and Recovery Plans.
- Consolidate planning and cost data from multiple contractors and internal stakeholders for project dashboarding.
- Ensure compliance with project reporting protocols for internal governance and client submission.
- Stakeholder and Interface Coordination
- Collaborate with project managers, construction leads, discipline engineers, procurement, and finance for synchronized execution.
- Support interface management with vendors, subcontractors, and third parties for data exchange and deliverable tracking.
- Provide planning and cost data input to management of change (MOC) processes and project reviews.
- Systems, Tools, and Standards
- Use Primavera P6, SAP PM, MS Excel (advanced)
- Integrate planning tools with ERP for commitment tracking, invoice validation, and budget reconciliation.
- Continuous Improvement and Knowledge Sharing
- Identify opportunities for planning and cost control process improvements based on lessons learned and best practices.
- Develop planning templates, coding standards, and cost libraries to streamline future project execution.
- Coach junior staff or planners in project controls methodologies and software use.

Experience:
- Minimum 5 years of hands-on experience in project planning and cost control roles.
- Proven track record in oil & gas, petrochemical, or industrial project environments, including FEED, EPC, or shutdown/turnaround execution.
- Experience in both client-side and contractor-side project control is an advantage.
Technical Skills:
- Expert in Primavera P6, SAP (PS/CO/PM), MS Excel (formulas, pivot tables, macros), and planning dashboards.
- Familiar with EVA methodologies, cost estimation classes (AACE Class 1–5), and industry KPIs.
- Understanding construction and engineering sequencing, BoQ takeoffs, and resource planning.
- Knowledge of CAPEX/OPEX planning, long-lead procurement integration, and claims/dispute support.
Soft Skills:
- Strong analytical mindset and numerical accuracy.
- High organizational discipline and time management.
- Ability to work under tight deadlines with shifting priorities.
Excellent communication with both technical and financial stakeholders.
Language:
- Fluency in English and Azerbaijani (written and spoken).
- Russian is an asset.
