Emergency Response Shift Supervisor

Location: Sumgait

Job summary:

The Emergency Response Shift Supervisor leads the Emergency Response Team during assigned shifts and is responsible for supervising, coordinating, and participating in all emergency response activities, including fire, rescue, medical, and environmental events. This role ensures team readiness, proper shift handovers, equipment integrity, and coordination with internal and external emergency stakeholders.

When necessary, the Shift Supervisor will personally perform the full range of Emergency Response Technician duties, including active participation in rescue, firefighting, and first aid operations.

Job duties

  • Lead emergency response operations from initial assessment to incident stabilization.
  • Supervise and ensure the readiness, performance, and discipline of the Emergency Response Team (ERT) during assigned shifts.
  • Review and authorize rescue plans for high-risk activities, ensuring adequacy of resources and procedures.
  • Coordinate the team's participation in emergency drills, simulations, and refresher training.
  • Conduct shift-level brifings, ensure accurate handovers, and maintain detailed incident and activity logs.
  • Respond to emergencies and actively manage field-level coordination, assigning roles and directing team actions.
  • Communicate effectively with internal stakeholders and external emergency services during incidents.
  • Perform inspections of ERT equipment, PPE, and designated areas; ensure proper inventory, maintenance, and storage.
  • Support safety planning and inspections in collaboration with Fire Safety Specialists, Civil Defense Engineers, and HSE Advisors.
  • Ensure all team members operate within the scope of their training, use PPE correctly, and follow emergency procedures.
  • Maintain professional conduct and enforce safety culture, hygiene standards, and site discipline within the team.
  • Provide escort, standby coverage, and support for high-risk operations during the shift.
  • Perform technician-level emergency response duties as needed, including rescue, firefighting, spill control, and first aid.
  • Brief external responders (e.g., fire brigade, ambulance) upon arrival, providing hazard and situational updates.

Requirements

Functional

  • Advanced knowledge of emergency response coordination, incident management, and tactical leadership
  • Familiarity with rescue planning, risk assessment review, and equipment use standards
  • Ability to evaluate team performance, procedural compliance, and risk boundaries 
  • All ERT-related tools and systems: SCBA, radios, rescue kits, gas detectors, lifting devices, firefighting tools, spill control equipment

Behavioral

  • Leadership, assertiveness, communication, calm under pressure, structured decision-making, and situational command presence
  • Proven ability to lead emergency response operations from initial assessment to incident stabilization.
  • Experienced in team leadership, performance monitoring, and ensuring 24/7 readiness of Emergency Response Technicians.
  • Thorough understanding of emergency protocols, rescue procedures, and incident command systems.

Other:

  • Physically fit to perform rescue, firefighting, and emergency operations
  • Completed mandatory military service
  • Valid driving license (B category) to operate response vehicles (pickup)

 

Education and experience

  • Minimum 3 years of experience in fire protection or rescue services under the Ministry of Emergency Situations, or
  • Minimum 5 years of experience as a member or leader of an industrial emergency response team
  • Azerbaijani – Fluent
  • Russian or English – Intermediate level preferred (for communication with external responders and reading technical documentation)
  • Graduation from MES Academy or a recognized institution in rescue, fire safety, or fire protection, or
  • Completion of a certified training program by an accredited provider enabling the candidate to act as an emergency response shift supervisor or lead
