Advisor

Supporting investment agendas and corridors within the frame-work of the EU Global Gateway (EUGG) and in connection with the project Eastern Partnership for Trade and Transport (EasTnT).

Core tasks:
The advisor is responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with the line manager, the advisor also assumes tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. The advisor is also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission’s outcomes. In addition, the advisor contributes to the conceptual design of the project, in particular its modification or realignment.

The advisor makes technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and the line manager, the advisor also uses her or his contacts for the acquisition of contracts on behalf of the company. In consultation with her or his team colleagues and line manager, the advisor also coordinates all issues within her or his area of work and ensure that they are dealt with promptly and competently. The advisor resolves problems that arise in her or his area of responsibility on the basis of existing rules and draw attention to more complex challenges in her or his team. In consultation with the line manager, under her or his role the advisor may assume management responsibility for staff members in band 1, with due regard for P+R and GIZ’s applicable HR policies, instruments and procedures.

The advisor is involved in ongoing process development within her or his remit, are responsible for knowledge management and prepare and share documentation. If required, the advisor also supports other experts in familiarizing themselves with and performing their tasks. The advisor performs the tasks assigned to her or him by the line manager, where required.

Main activities:

As an advisor in the Project “Scaling up sustainable investments for connectivity Supporting investment agendas and corridors within the framework of the EU Global Gateway (Fit4Global-Gateway)” in Azerbaijan the advisor is the national coordinator for this global project, financed and implemented by GIZ. In particular, tasks include:
Coordinate all project-related activities in the Eastern Partnership with a focus on the countries of the South Caucasus with the national advisors in the South Caucasus of the Eastern Partnership for Trade and Transport (EasTnT), a German advisor at GIZ headquarters, as well as a national advisor in Kazakhstan, while ensuring the coordination with the team leader at GIZ headquarters and Brussels-based staff of the project.
Close cooperation with relevant technical and financial cooperation projects in Central Asia and the South Caucasus; including coordination of local experts and consultants.

Building and maintaining good partner relations with all project stakeholders such as ministries and agencies responsible for transport, infrastructure, investments, private sector representatives as well as the EU Delegations in South Caucasus.
Develop and implement multi-stakeholder dialogues between EU and Eastern Partnership EUGG partner countries to identify specific challenges of the EUGG for the Eastern Partnership.

Support the Regional Working Group Trans-Caspian Corridor (RWG:TCC) with a focus on ports at the Caspian Sea and the Black Sea, rail infrastructure and operators as well as multimodal logistic hubs or Dry Ports.
Support and develop knowledge products and advisory inputs that guide stakeholders through EU-Global Gateway compatible project development pathways.
Develop and implement concepts for better coordination between different international donors to increase efficiency and effectiveness of their measures with regard to EUGG.

Provide policy analyses of relevant developments in South Caucasus, Eastern Partnership and other EUGG partner countries to identify specific challenges (fragility, capital costs, skills, digital transformation, etc.)
Stakeholders’ capacity building with digital focus aligned with Global Gateway Goals and assist SMEs/transport companies in obtaining electronic export certificates aligned with EU’s TRACES platform.

Promoting the use of SME-friendly digital platforms to strengthen cross-border trade, export facilitation portals aligned with Global Gateway Goals.

Monitor the impact of the project and prepare reports and communication materials.

Qualifications and specialist knowledge (optional, if required):

  • University degree in economics, political science, educational science, engineering or similar field, related to the project’s goals.
  • Minimum of 7 years of experience in project management in sustainable development, infrastructure development or investment.
  • Strong understanding of the EU Global Gateway initiative and sustainable investment principles.
  • Proven experience in stakeholder engagement and coordination at the national and international levels.
  • Excellent communication, negotiation, organizational and presentation skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Work experience in an international working environment, a government institution and/or the private sector.
  • Previous work experience with GIZ, within the German government or the European Union is an asset.
  • Fluent language skills in Azerbaijani, English and Russian are required. German language skills are an asset.
