Senior Procurement Specialist (Locals only/ Industry/Oil and Gas Experience Required)

Bureau Veritas Azerbaijan LLC is looking for a Senior Procurement Specialist who will aid with contract interpretation, administration, and documentation; developing procurement and contract management capacity; and supporting contract management and disputes resolution.

Main Duties:

Strategic Sourcing and Procurement Execution

  • Manage the complete end-to-end procurement life cycle for goods, services, and works under Category C contracts (up to $10 million).
  • Develop and implement sourcing strategies aligned with project schedules and operational needs.
  • Coordinate the issuance of Requests for Quotation (RFQs), Invitations to Bid (ITBs), or Requests for Proposals (RFPs).
  • Evaluate bids commercially (and technically when required) in alignment with SOCAR Procurement Policies.

Procurement Planning and PR Management

  • Support project and department teams with Procurement Planning based on forecasted needs.
  • Track and process Purchase Requisitions (PRs) through internal systems, ensuring timely conversion to Purchase Orders (POs) or contracts.
  • Participate in procurement planning meetings and project kickoff sessions.

Contracting and Tendering Support

  • Draft and negotiate procurement contracts, frame agreements, and purchase orders.
  • Liaise with Legal, Technical, and Finance to finalize contract documentation.
  • Ensure compliance with internal approvals (e.g., Bid Committee) before the award.

Supplier Management and Market Analysis

  • Conduct supplier pre-qualification and onboarding in line with SOCAR’s approved vendor list procedures.
  • Maintain strong working relationships with key vendors and monitor supplier performance.
  • Conduct market research and benchmarking to ensure competitive pricing and lead times.

Compliance and Risk Management

  • Ensure all procurement activities are conducted in accordance with SOCAR’s internal regulations, transparency principles, and compliance requirements.
  • Identify procurement risks and implement mitigation measures throughout the procurement cycle.
  • Monitor adherence to applicable laws, local content requirements, and ESG considerations.

Documentation and Reporting

  • Prepare procurement status reports, evaluation summaries, and award justifications for internal reviews.
  • Maintain accurate procurement documentation for audit readiness (OpenText or other ERP systems).
  • Track and report KPIs related to procurement timelines, cost savings, and contract delivery.

Cross-Functional Collaboration

  • Work closely with engineering, construction, logistics, contract management, and finance teams to ensure smooth procurement integration.
  • Act as a liaison between internal clients and suppliers for all commercial clarifications.

Process Improvement and Mentoring

  • Identify gaps in procurement processes and recommend improvements for operational efficiency.
  • Mentor junior procurement staff and provide guidance on best practices and policy application.

Job Requirements:

Experience:

  • Minimum 5 years of experience in a procurement or sourcing role, with at least 1 year in a senior role.
  • Experience in the oil and gas sector is highly preferred; familiarity with upstream, downstream, or project-based procurement is an advantage.
  • Proven track record in handling procurement processes under frame agreements, EPC/EPCM, and manpower or service contracts.

Technical Skills:

  • ERP systems (e.g., SAP, Oracle, or similar) and procurement tools (e.g., OpenText, e-tendering platforms).
  • Strong understanding of contract terms, bidding procedures, evaluation matrices, and procurement policy compliance.
  • Knowledge of incoterms, payment terms, international trade practices, and local content regulations.

Soft Skills:

  • Excellent communication and negotiation skills.
  • Ability to manage multiple priorities in a high-pressure environment.
  • Strong analytical, organizational, and reporting capabilities.
  • Team-oriented with a proactive and problem-solving mindset.

Language:

  • Fluency in English and Azerbaijani (written and spoken).
  • Russian is an asset.

Work Schedule:

  • 5 days per week, 40 hours
  • 8:00 AM to 5:00 PM
